If your subject is completely static, get a tripod and try shooting 10 pics in a row with the lowest ISO your camera has. Make sure the camera does not move between shots. Then merge the images into one with GIMP's stack plugin, VideoMach's "temporal average" or whatever is the Photoshop equivalent. This should get ride of some noise.
That's how I made this night shot of Las Condes, Santiago de Chile. I used an Ultrapod II to fix the camera to a balcony railing and used the custom timer. I think I merged around 20 photos into one. Check the cropped portion for 1:1 inspection of the result.
